I believe that the general license that allows transmitting on the FRS frequencies is conditional on not only the power, but using certified equipment. So even if you keep within the FRS frequencies and power levels, transmitting requires you use either an actual FRS certified radio, or have a license.

Radios legal to transmit on FRS and GMRS frequencies have to be either Part 90 or 95 certified. I can't remember which.
Hardly any radio capable of transmitting Ham frequencies is certified for use on those FRS and GMRS frequencies.
One is because they are too powerful and two is because you need to have a SEO license for GMRS frequencies.
It's illegal to do so but fine everyday since they're is no enforcement.

For those of you in Lower Hudson Valley area that are interested in obtaining or upgrading your FCC HAM radio license, the Orange County Amateur Radio Club will be conducting a licensing exam session in Cornwall on February 17th. I am planning to be there to upgrade my license to Extra Class. Have some study materials for Technician and General Class that I would be happy to share with anybody who needs them. More info here:

Last year when I was going to take the test for Tech I couldn't fine anywhere near me holding it. Last night I checked out of curiosity and they're holding them at the Vestal library a couple times a month. I just stopped at the library in Whitney Point to get the ARRL book to study from so I can get it out of the way. They have to order it from another local library but it should be here this week. Then I'll go after General.

Good luck Chris! One you get to the exam cite you'll probably do much better than in practicing. Once I started studying more some parts started to come back to me. I haven't had time yet to take the tech test. Been a really busy month. Next month should be smoother and will have time.

I've got a couple of SDR's from Stars and Stripes. They work well for the money. I ended up dedicating a netbook computer just for the SDR.

I have the DKD2, though it went by another name when I bought it a year or so ago, so I have two SDR's with two antennas. Their tech support is pretty good, as they assisted me with some installation issues. I'm going to install the software on a Toughbook in case the netbook craps out. I added a USB speaker, because the original netbook speakers suck. It took some experimentation to get them working they way I wanted, but I'm pleased with them, and they're an excellent value for what you get. I run a Home Patrol scanner as well, so I've got pretty good RF spectrum coverage here. I'll take a picture this weekend.

What the hell is it with you guys??? Now another obsession! I gotta check these out better, different hardware options. I casually looked at SDR a while ago but didn't see these better options, much better than the little USB dongles. You can really get into some really cool stuff with this....muahahahahaha

Radios aren't an obsession, they're more of a necessity. In a SHTF event comms will be needed, especially for intelligence gathering. Anyways, I've attached a photo which shows my SDR set-up, with the SDR's and the antennas mounted on a small tripod which was included with the equipment from Stars and Stripes. Next to the SRD set-up is the home patrol scanner, above them is an Icom IC-7200, and above that is a President Zachary T 11 meter AM radio, and out of the photo are an
additional shortwave radio and another scanner. Oh, the station is solar powered too, as well as the lighting.

I take the SDR as the obsession, not radio in general. I have the usual Bearcat scanner, Baofeng GT3TP, and Heathkit HR-10b for SHTF and intelligence gathering stuff. Still need a good radio for my truck yet. As an amateur astronomer though, which I'm obsessed with, the SDR can be combined with an old school sat dish for radio astronomy, as well as the usual HAM, scanner, and sniffing duties.
