It has been reported that he had a FOID card in IL, and that he flew into Ronald Regan airport which is in VA. A FOID card allows you to own and have a handgun in your home in IL, but I believe it is NOT a concealed carry permit? Which makes me ask, why wasn't he arrested with it at the airport in Chicago for trying to fly with it WITHOUT a CCW permit?
According to Handgunlaw.us, if he did have an IL CCW permit, VA would have accepted it.

It depends on state. I’ve had my bag delivered to my by a State trooper asking for my permits for their state. I. Would argue that this is Quase not legal. However, at least it’s a control. You are also covered by the federal statute if you fly into a state and plan to continue traveling to the next state where you are Legal. However, in this case, he travel from Chicago to Virginia and then went to DC.
I guess my overall point is as usual when I get to give input into this thing, laws are only abided by law buyers.
