Most social services are statewide, not specific to NYC. Even if NYC became separated from the state, do you think anybody is just going to be able to kick the white trash and other moochers out of upstate?
Hochul is begging wealthy people who have moved to FL and TX to come back to New York and pay taxes.

I remember back in the 1980’s when the upstate newspapers at that time including those in Buffalo, Rochester, and Syracuse did a weeklong series about how NYS was coming hard after people who moved away from NYS.
One in particular sticks in my memory. It was a man who had founded a foundry in Syracuse (Oberdorfer IIRC). He sold it and retired to FL,- and the NYS Tax Dept. vultures came after him hot and heavy- and they then ruled he was still an NYS resident, and stuck it to him! One of the criteria NYS used was that even after he retired and moved to FL,- he continued to make charitable contributions to the same people and organizations he did when he lived in NYS.
So NYS stuck it to him. He said fine,- that’s how you want to be? Fuck you NYS! And he stopped making charitable contributions to anyone or any organizations in NYS.
I got out in 2018,- and had to pay an exit tax to Erie County when I sold my home and left NYS.
Fuck NYS! It is a joy watching the state, their various government authorities, and NYC implode from down here in South Carolina (aka Free America).

Of course it's a pipe dream. NYC will never release their stranglehold on upstate.
If we put that aside and assume we did somehow separate NY into two states, however, I wouldn't consider it a pipe dream. Our votes would actually count, and we could elect representatives who actually represented our interests.
