It's an inevitable consequence of the left wing racism of low expectations.
If you treat people like they're animals who just can't help it, they will act the part.
If you treat them like equals, and hold them to the same standards, then they will become productive members of society.
If you took some group of white or Asian people and raised them in an environment where nothing is their fault, and every misbehavior was excused as societies fault, you'd get the same thing.
In fact, we *do* see this sort of thing when that happens, and we're seeing it more and more with the decline of modern education.
It's part and parcel of collectivism. Nothing the individual does is their work, but nothing is their fault either. The other side of the "You didn't build that yourself" coin is "it's not your fault that you broke it either'.

For tv pop culture, I blame will smith in fresh price of bell air. Looking back He was a loser punk that somehow became popular and glorified being a loser and deadbeat. He became a role model. Where it was cool to not have parents, and go against authority or father figures and just try to find excuses to party and fuck around all the time and dodge responsibility. It gave the completely wrong message.
There were other shows like Family matters that were solid. Good hard working solid black families just doing the same things everyone else is and trying to navigate life and growing older. That was a good show.

America has a huge “teen takeover” problem, and because it consists of mostly black kids, nobody wants to talk about it.
They aren’t harmless little meetups where kids are hanging around being loud. In cities across the country, these black mobs are showing up, overwhelming police, blocking streets, fighting, vandalizing property, stealing, doing drugs, and turning normal places where families live, shop, and walk into scenes of dangerous chaos.
Police say a large group of black kids gathered on May 8th in Tampa, and the whole thing quickly spiraled into a horrific nightmare scene.
