From experience no cop wants to get involved in a simple "bump" case it's not worth the time or paperwork. I do suspect the kid did one of those "shoulder dives" on the wrong victim. This victim (cop) appropriately reacted...the kid knew he was a cop immediately that's why he did not assault...

It you are attempting to make an arrest you only have two hands, your first move is to control the suspect and situation. The cop had several individuals interfering with the apprehension on his backside. He never struck the non complying kid and was trying to contain the situation while back-up...
