I don't think it would matter much, once you find an FFL or LGS to do it. Either buy from them, or they receive for you. MY town clerk required a caliber on the receipt and permit, even though the lower was marked multi-cal. My LGS trusted me that I would buy a barrel from her, and added 5.56...

Like I said above, I bought just a complete lower and added it to my permit. The LGS knows me, and trusted I'd be buying the 10.5",5.56 barrel from them, so they put that on the receipt, which allowed me to add it. Then I just built it a little at a time.

I added a new lower to my pistol permit, and built from there. Many LGS will do this for you,especially if you buy it from them. If not, move on until you find one that will.
