Ideally yes, but law enforcement routinely accesses records for credit cards, cell phones, banking, etc. without a warrant. Almost none of the providers of such take a stand and require a warrant, instead choosing to simply comply with legitimate requests from law enforcement.

Yes USPS absolutely sucks - except with registered mail. There is always a chain of custody for each registered mail package and it has good results. And insurance is included with registered, up to $50K, with supplemental insurance above this amount.

Seriously, although there is a procedure in the Penal Law for turning in a gun in a situation like this - it is a hell of a lot easier and safer to throw it into a lake. Or drive it out of state to PA or VT.

This is not a victory. The judge has simply saved Oregon from its own stupidity in that it required permits to buy firearms that won't be available for months or years. We'll wait to see how this turns out.
Two possibilities. First is that an FFL requires a letter from a PD requesting a demonstration of a machinegun in order to purchase one. So if FFL wanted a new M16, the FFL needs a police letter to get one.
