Im truly curious who turned these guns in? I’m pretty sure o never would turn one in out of fear of prosecution or getting on a list and all my guns are legal.

Agreed. It’s odd that so many AR’s would be turned in that it looks like people built since some don’t have a stock and many different foregrips. As MikeM mentioned some look brand spanking new too

Certainly appears to be an old M-16A1, with proper 601 furniture, rust on the handguard nose cap and delta ring...might have been lost/stolen from Uncle Sam and recovered for the turn in...perfect place to rid one's self from a felony and get paid in the process.
The Handguns from what I can see are cheap, and not very desirable, and while some folks get all butt-hurt over things like rarity, value, and historical relevance, but the fact remains that their destruction causes an increase in value or what one has and there are thousands of new guns made every day....most who "wish" they had or "would have bought" those guns on the Table are just dreamers unsatisfied and unable to make it a reality.

Back to stolen firearms: I expect that those guns purchased from the public with no questions asked, are serial numbers checked through the National Database: Now comes the question of ownership and does the victim of the loss have his stole property returned? Is there notification? what happens?
I had a Handgun stolen from inside my Garage: every year or two the County sends a Letter asking if it's still "missing", so if the shit-stain that stole it turn it in for a cash card and the po-po run the serial number and find a stolen weapons report, am I going to get it back? Will that Agency indicate in the database "Recovered, and destroyed"? If none of these things are done, what's to keep an unscrupulous Officer from covertly adding it to his collection?

AFAIK all firearms turned in during the AG-sponsored buyback program have been declared "nuisance firearms" and destroyed. That is contrary to the official regulations but it's what's done. The regulation is below, note the us of the word "may" instead of "shall":

Firearms, rifles, shotguns, and ammunition received by agencies as part of a municipal gun buyback program that have been reported as stolen may be returned to the rightful owner in a manner consistent with applicable law, including articles 265 and 400 of the New York Penal Law. Procedures for the return of recovered stolen property to the rightful owner, if any, shall be detailed in the agency’s application for participation. (9 CRR-NY 473-2.3(e))

There is a bill kicking around Albany to fix that but it has a low likelihood of passing.

Here's the other issue:

"The Peekskill buyback resulted in 103 guns being turned in, including nine assault weapons, 68 handguns, and 19 long guns."

9 'assault weapons' + 68 handguns + 19 long guns = 96

Someone can't count, 7 are missing, or there's another classification that I'm unaware of.

The bill is to make s/n check and return to owner mandatory, not optional. As I said I think the AG program is not allowing returning any guns turned in even if stolen.

I tried to expand the picture and only got worse...yea, "Movie Prop Gun" or Airsoft, either way, congratulations to the enterprising individual that stuck it to the State.

Back to my questions: From observation I have decided that the Legislature writes (then sometimes corrects) the Laws, and it's up to the locality enforcing them as to what and how they do it; for example the "Semi-automatic Rifle Licenses"

So there are already provisions to check/return stolen items under CURRENT LAW.
But they aren't doing that.
So we'll write YET ANOTHER LAW to try to MAKE them do it.

Kind of like their misguided idea on how to solve crime.

If someone is going to rob/rape/murder, all of which are already illegal under CURRENT LAW, but people still do it, they can write YET ANOTHER LAW to try to fix it.
