I think it is a good idea, but....

There must be safeguards to assure this is not another government boondoggle that is never completed.

Ok, assuming it is completed, it could be filled with water from a Nuclear Desalinization Plant.

Wait ... screw the reservoir. A Nuclear Desalinization Plant or two could solve the problem outright.

The rules need to be:
1. Fixed price project. No changes or cost overruns.
2. No bid contracts not allowed.
3. Payments based upon progress.
4. Final payment when it's filled and operational.
5. Claw back penalties apply when the reservoir is not maintained and not full.
6. Audits of the process and payments along the way with penalties and prosecution for non-compliance with the requirements of the funding law or grant.

Democrats love environmental impact studies. They love to weaponize them against a lot of different projects. Yet, when they potentially stand in the way of some of their pet projects magically they seem to disappear or get hand waved away.
