A bit off topic but I was talking to a kid who is about to begin his sophomore year at a SUNY school (I forgot which). I was joking with him that that free tuition must be nice. He laughed and said that he didn't have it because it's a funding source of "last resort." Basically, unless you can prove some sort of severe need that cannot be met through other sources of aid you can't get it. Now I haven't looked into the program all that carefully and this is just one kid's experience so take it for what it's worth. While I'm still opposed to free tuition if what he says is true than it's nothing more than another Andy Cuomo do nothing program that makes everyone feel good.
