Put copious rules in place to train the masses to obey and severely punish those who don't comply. More Malum Prohibitum laws to punish actions that result in no one being injured. It's wrong because Gov Hochul and the NYS Dem Legislature says so and they know best. Liberty be damned.

My wife bought a basic Subaru Forester, new, in 2014.
A few years later I thought I would upgrade the radio. Bought a top of the line, used, 2014 Subaru radio on eBay.
What a mistake !
For most of my life I had dealt with old school automotive audio. + Power, - Power, (4 or 8) Speaker Wires, Antenna.
Sweet! And pretty mindless.
The new used radio had multiple proprietary sockets, none marked as to function. And my hopes that the Wire Harnesses would be common to multiple levels of vehicle sound system, a really bad assumption.
Oh well.

I've always chuckled at the Tickets and Fines that await a car or truck with a loud muffler. Not a rusty one, with holes that could be leaking CO into the passenger compartment, but an old fashioned baffle less version of concentric tubes and fiberglass; installed for performance.
That usually are far quieter, even at their worst, than almost any motorcycle. But one is breaking the law; the other not.
