You are correct. Smokeless powder is a propellent. However, for transportation and storage purposes, above a certain quantity it is classified as an explosive. This proposal would change that stored amount requiring reporting to "Any amount".smokeless is a propellent .. BP is a explosive .. why you can't find it in NY ..

True BP is a different license, quite involved to get.
BTW, Tannerite is not something I can legally sell anymore courtesy of NY.

If you want real Black Powder, there are a few Shops that carry it, if you're serious about it, take a Day trip to Winchester Virginia and load up; an individual may purchase and transport in his personal vehicle up to fifty pounds of Black Powder... ATF is constantly making up and changing the rules... They do a lot of Civil War Re-enacting down in Virginia and I'll have to find the web site for the Company down there that sells Powder, had FAQ's that spelled out the fifty pound rules... Just Like HAZMAT you have to go through the school ever two years because so much changes.An indidual can buy gun powder. A dealer cannot without the appropriate license. This rule change seems to affect gun powder, including individuals.
I need to read thru the whole thing because many time something gets snuck in a sentence or two and left out of the rest. It appears this change is for gun powder only as per the ATF's current definition.
