Currently NY requires a shop to send a letter to the local fire dept that there is the red box (made to certain specifications), clearly labeled as "Explosive", within fifty feet of a door, no more than fifty pounds. More than fifty pounds requires a different license and storage facility. I believe this is only supposed to be done once. I do not believe that extends to individuals. The ATF has different regs currently.

The video makes it sound like that would pertain to all. I keep telling people this is not just an assasult from the state. It is happening federally. Definitions are changing, what is legal one day is illegal the next.

Edited to add: NY requirements are for smokeless powder, not gun powder. Gun powder requires a federal license and not many have that type.

That said, I know a lot of guys that use gun powder. I don't think they want to report to anyone.

You are correct. Smokeless powder is a propellent. However, for transportation and storage purposes, above a certain quantity it is classified as an explosive. This proposal would change that stored amount requiring reporting to "Any amount".

You will find that as per the posted video, it is a rule change. It is open for ninety days for comment.

NYS has regulations for FFL's that are very different than the ATF.

There seems to be a growing trend that what is legal and well defined one day is illegal and ill defined the next. Triggers that make a machine gun, 80% that is a gun and so on.

If you want real Black Powder, there are a few Shops that carry it, if you're serious about it, take a Day trip to Winchester Virginia and load up; an individual may purchase and transport in his personal vehicle up to fifty pounds of Black Powder... If you do, let me know and I'll kick in for a few pounds.

An indidual can buy gun powder. A dealer cannot without the appropriate license. This rule change seems to affect gun powder, including individuals.

I need to read thru the whole thing because many time something gets snuck in a sentence or two and left out of the rest. It appears this change is for gun powder only as per the ATF's current definition.

ATF is constantly making up and changing the rules... They do a lot of Civil War Re-enacting down in Virginia and I'll have to find the web site for the Company down there that sells Powder, had FAQ's that spelled out the fifty pound rules... Just Like HAZMAT you have to go through the school ever two years because so much changes.
According to the Web Site: 50 pounds per person, 100 pounds per vehicle.

Its been awhile since I looked but there was a limit on BP in your home from some regulatory entity, something like 20lbs in a 1" thick wooden box or some nonsense?

In quickly reading the proposed rule change, I cannot find the 50# limit. Maybe I skimmed it to quickly. In several places it reads, "anyone who stores explosives".....
