Is it possible for my friend who has an AR since 1995 and did not know he had until April 2014 to register it with the State to do so now with out penalty?
To my knowledge, no. The deadline for registration has come and passed. His options are to convert it to comply with existing laws, remove it from the state and keep it elsewhere, or simply not comply with the restrictions (at his own risk).

Or just take the upper off. No more "assault weapon".
Buy a side charging upper and a chambered barrel blank from green mountain barrels and build a bolt action upper for it. Then he can shoot it to his hearts content without worry. When he is out of the Gulag he can install the other upper and shoot it like it should be shot.

I don't think that's accurate. Remember the key feature is the ability to accept a detachable magazine. So since the lower is considered the "firearm" and we are now a one feature test state, having the ability to accept a detachable mag (the one feature) and having a pistol grip would constitute two features. It would be illegal.

My advice: Sell it out of state, keep it and don't give a fuck (just don't talk about it) or configure it so that it complies with the law, be it featureless or fixed mag. Then buy yourself a double barreled shotgun.

Quickest easiest and cheapest option would be to block off the gas block temporarily so it can't fire semi auto, and you're good to go.

Very true @Darth. You and I both know this, but how does it figure in a court of law? The potential for adding a semi-auto upper, especially if you own one and it is stored under the same roof, might complicate things.
