Is it possible for my friend who has an AR since 1995 and did not know he had until April 2014 to register it with the State to do so now with out penalty?

OP said it has been owned since 1995.To be eligible for registration he had to own it before the safe act was signed into law. So even if there was a window of opportunity to register it now it would not be elegible.

I don't think that's accurate. Remember the key feature is the ability to accept a detachable magazine. So since the lower is considered the "firearm" and we are now a one feature test state, having the ability to accept a detachable mag (the one feature) and having a pistol grip would constitute two features.
