Are Handgun Holsters that allow firing while IN the Holster illegal under ATF regulations ?
Not really a grey area, just people confused by weird ATF regs. Those holsters are legal, without an AOW tax stamp, because the firearm is partially exposed. You can see the slide. There have been other 'wallet holsters' that more completely mask that it's a firearm and those can be an AOW.

Other than reducing a print, absolutely nothing. A gun that small doesn’t need to be reduced in printing unless you wear pants that are too tight. And if you do, you’ll have a hard time pulling it out.Not sure what the point is in a pocket holster that doesn't cover the trigger.
Isn't the purpose of a holster to protect the trigger and secure the firearm ?
