How does this happen? $20 million of overpayment for employees and retirement benefits. They paid them as agents when they were not.

They ignore the constitution too. They make up their own "laws" whenever they want.

No government agency cares if they waste taxpayer funds. Same thing happened when they shut the government down a few years ago. They laid off thousands of workers. Then when everything was settled they paid them for the time they were off so all those people got extra paid vacations.
