Changing address, Changing County - moving from Erie County to Chautauqua County then Out of NY months later

Can someone enlighten me on the process/ramifications of changing your address from one County to another. We are moving from Erie County later this month to Chautauqua County. My assumption is I tell Erie County I am moving. Do I have to notify Chautauqua County that I now reside in their county? Who holds domain over my permit....Erie or Chautauqua. To then make things more interesting we are moving out of state in March. Since I have read many differing opinions on being out of state and still holding you NY pistol permit I wonder if it is best that we are under Chautauqua and not Erie jurisdiction.

First of all there are no laws regarding changing your permit over. If you want to to make it easier to add pistols (closer) than you can.

The only thing the law says is that you need to notify the superintendent of the state police within 10 days with your new address. You don't need to inform your county of anything.

Once you're out of state you may maintain your NY permit by law. You simply inform the superintendent of state police of your address and write your new address on back of your permit. This is explicitly spelled out in penal law 400.

To rectify (in 5 years) you will need to do it on paper and attach a copy of your out of state ID per the state police.

Google recertification. The instructions for out of state residents are clearly laid out by the State police.

Could be but that's just them being picky.

If he moves out of state it won't matter. You dont need to add new pistols to the NY permit. Just carry one of the ones already on it when you come back to visit NY.

Is notification of the superintendent of the state place only needed for intra-county movies? I've moved within Dutchess, and I only notified the sheriff that issued the permit and updated my license within 10 days of the move.

What’s your point? See penal law 400. That’s what I follow. Laws. I’ll entertain suggestions but there is no guarantee I’ll go along with them. In this case I would do the absolute bare minimum which is to notify state police within 10 days and write the new address on the back. That is the legal requirement. Less is more. You’re asking for trouble any other way.

Do what is legally required and don’t open a can of worms by telling the county. There is all risk and no benefit.

The penal law and state police give exact details and they are what I have already offered.

If they find out somehow down the road then they do. You lost nothing and broke no laws. Telling them upfront is a sure way to lose the license (depending on county). I have seen NY permits with Florida addresses printed on them from the permit office

It should be noted there is no way to know when your 10 days is up so don’t harp on that. There is no penalty for not notifying within the 10 days anyway.

I’m sure they do. But you could and should go around them as nowhere in the law does it say you need to notify your county or licensing officer. If you move within your county notify them. Any other move just tell SP and be done with it.

So you're saying, if you leave the county, don't bother even telling them -- since you need to notify the state police anyway?

But if you're staying within the county, just notify the issuing county and they'll forward onto the SP on your behalf?

I don't understand why the permit office requests PPB-5 then directly since it's a state form? I assume it's because once they receive it, they issue a new license and then forward it, so you don't have to wait for the NYSP to retroactively let them know to issue you a new physical license? Sounds like it's for the purpose of speeding things up?

Or probably just give it or send it to your local SP office and I’m sure they would get it where it needs to go.

If we stay with the Covid restrictions of doing all transactions by mail, how does my adjusted permit get to me at my temporary home in Chautauqua County. Does the NYS Police notify the counties that I have mailed them a change of address form? FYI, I am not just asking for myself, but for my wife and daughter. It would be bad enough if I screwed up my permit but I don't want to screw up my other family members.

We will be maintaining a limited presence in Chautauqua County even after we move to SC for good

I doubt the SP notify your local permit office

You could just forward your mail with the post office and then no matter what address they send it back to it’ll be rerouted to that address.

Is there any way to see your current listing at the NYSP for address?

I assume my local office has been forwarding the PPB-5s, but just to double check. This state is so fucking backward with how it does this crap.

I'll look into it. I would've had problems with recertification if my local office wasn't sending them PPB-5s since I re-certified at the new address.

Is there any good reason to remove guns from your permit, unless you are selling them or otherwise transferring them to someone to don't implicitly trust ?

I would be removing a .40 and a few .22's. I plan on buying some higher capacity 9 mm's once I get out of NY. Selling some of my current handguns to fund my new projects.

So I assume if I sell here or in South Carolina I need to tell somebody in NY that I no longer own these guns so please remove them from my permit.

Yea, if you're selling to a stranger them I'd want them off my permit.

But if it was leaving or trading with with friends or family I'd just add them to the new permit and keep them on the old.

NYSID is something the DCSO apparently adds for me to my amendments. Not sure what it is. They said to leave it blank and they'll fill it. Probably is something you need to get from the local office.
