For the same reason the city wanted the state to take over the school system. They are beyond incompetent and want someone else to be responsible.
This is a clear dereliction of duty and confession of incompetence. Morelle and all other democrats should resign if they had any integrity at all. But they don't so to placate their idiotic supporters (including the local press) they come up with publicity stunts like this. Both contemptible and absurd at the same time.
