FFLs outside of home state

I know you can purchase long guns and have them transferred but I know you can’t purchase pistols out of state and transfer them in that state. You can purchase anything out of state and have it shipped to a local FFL. I’d look for a lower on line and have it shipped to local table top FFL. are web sites available to look up FFL’s in your area.
Also keep in mind you would have to physically drive to that state to purchase it and transfer it in person if you purchased it in another state anyway. I doubt any local shops have any stock. I’ve heard many shops have zero stock as background checks are up 80%.
I’d also add can being the operative word as I have heard of many FFLs in other states denying or saying that they won’t sell to NYS because it’s too difficult to know what is legal or not.

I don't think you can do it in NJ because you need a NJ FID to purchase firearms in that state.

Not sure if that applies to out of state people buying long guns though.

Not following.

If he got himself an 80% and completed it it would be 100% legal firearm right now, no? I don't believe they've passed those laws yet?

I dont know either. If so, It would be a good way to get started. Then replace it with a different lower later when things get back to normal.

Have you called a ny ffl to do a transfer? They are technically closed but may still do it.

If legal have one shipped to our house. The 80% lower dont require an FLL. About 75 bucks with all the tools to finish.

I dont know the law about this stuff, but would make sure you dont break any laws. If legal now fine and if law changes destroy it, and get one through an FLL.

Thats what I would do.
I dont like the idea of a plastic lower so it 75 bucks wasted, that could go toward better parts or ammo.

I found a ffl that will receive and do a transfer, just waiting for the receiver to show up. He said it shouldn’t be a problem. He said he still considers himself “closed” and I would have to fill my paperwork in my truck.

My advice is to look online and see if you can find a local table top FFL. They don’t have shops and just work out of their homes. They can receive the lower shipped to them, do the background, check then you take possession.
That’s probably the only way to do it right now.
Not sure where you are at but places like runnings and grander outdoors are still open due to selling animals feeds and campers are considered homes.
might try one of those routes.

And its ironic that the lower is one of the few items in stock that i need, and i cant get it!

Try Wise Hardware in Pelham. As a hardware business he is deemed essential and still open. He is also an FFL.

I was recently looking this up because one of my ffl's i liked to use moved to CT. I asked him and he said to use a guy in my state, but I also looked it up on line and found this..

S 265.40 Purchase of rifles and/or shotguns in contiguous states.
Definitions. As used in this act:
1. "Contiguous state" shall mean any state having any portion of its
border in common with a portion of the border of the state of New York;
2. All other terms herein shall be given the meaning prescribed in
Public Law 90-618 known as the "Gun Control Act of l968" (18 U.S.C.921).
It shall be lawful for a person or persons residing in this state, to
purchase or otherwise obtain a rifle and/or shotgun in a contiguous
state, and to receive or transport such rifle and/or shotgun into this
state; provided, however, such person is otherwise eligible to possess a
rifle and/or shotgun under the laws of this state.

Good thought, a friend picked up a couple of lower at Runnings. I dont think they charge a transfer either...

That in itself is not legal. The 4473 is to be "prepared in original only at the licensed premises".

I would think if he watches you fill it out and checks your drivers license to verify it’s you that is legal. The premise would include all property he currently owns and operates in. So a garage standing 10 feet away or the FFL in his garage watching you fill it out in the driveway should be GTG.
