I looked for additional information and still it's not clear to me what "he had violated the regulations of Interstate transportation of said firearm" means. I am guessing that it is a confusing way to say that "he would have been ok if the gun was stored in the car differently."

"Possessed" here likely being a fancy way of saying he had it on his person which is a no go for an out of stater with no NY permit at all.

P.L 265 is clearly unconstitutional because it bans simple possession when there is no action being committed with criminal intent. The article does not mention if he had it loaded on his person or close to his person. He was charged with 4th degree misdemeanor so could he have had it unloaded in the trunk following FOPA? Out of state residents get charged (and always plea bargained to lesser charges or non criminal violations) with felonies for declaring an unloaded handgun at the airport following TSA guidelines, so I’m curious when does it become a felony v. a class A misdemeanor.
