I'm seriously confused. Someone in the OC Sheriff's office is sensible about amending permits for current permit holders. Yet the uproar I'm hearing is chastising him/her? I'd think everyone would WANT the OC process to be just as simple as the OC Sheriff's office mystery person made it.
The UC judge who has given his authorization for the county clerks office to do the same thing for eight years finds the actions of the OC Sheriff's office to be doing something wrong? WTF am I missing here?

This is coming from the ADMINISTRATIVE (Head) State Supreme Court Justice of the 3rd Judicial District in which Ulster County is part of--not JSC Cahill or the U.C. Sheriff's Office. Orange County is in the 9th Judicial District. The parties in Orange County issued amendments WITHOUT any of the licensing officers' permission. This was reported in the Times-Herald Record and snowballed from there.

The sheriff and clerk decided to streamline the process by eliminating the judge from the amendment process. They did this without consulting with or getting approval from the judges. Ther judges didn't appreciate having their authority trampled over.
The fallout from the OC sheriff and clerk's poor decision is that other counties amendment processes are getting closer scrutiny, and will likely continue to be more tightly controlled.

They say the road to hell is paved with good intentions. But unfortunately; what was done in Orange County has affected Ulster County.
I don't remember exactly when it was, but some years ago the Ulster permit office had a temporary change (I believe the "rubber stamp" judge at the time transferred out) and permits weren't the same day for a while.
At that time I waited 4 months on a single amendment. As I understand it, not everyone's experience was like that though. None were same day , but mine got set aside or something in an early confusion in the new process (or so I was later told).

I heard it was Judge Woods who started this complaint after Sheriff Office was signing off on amendments to help lawful license holders to get amendments in an orderly time frame

That legislation, sponsored by Sen. John Bonacic, R-Mount Hope, and Assemblyman Kevin Cahill, D-Kingston, would make the Ulster sheriff a “licensing officer” for handgun permits and amendments, in addition to the judges. The Senate passed the bill in 2015 and 2016, but it has never come to a vote in the Assembly.

Just returned from UC Sheriffs office, they stated NO coupons have come back from the Judge since the procedure change, I have mine in since May 31st. as of today they have a backlog of about 100 amendments, orange county has over 1,000. they don't know how many the judge will sign at a time when he does begin to sign them. Asked them how will I know, they said you can call every few days, I thought that would just annoy them so I said I would call once a week. None have been processed.

I spoke to the young man that now seems to do what Maureen used to do, I went on a Thursday hoping to talk to Officer Mcquire who works part time there now, but he wasn't there. I also gave them my card with my phone number because I didn't think any of the forms I submitted had my phone number. How did they get your phone number to call you?

I am also not sure now if all the coupons are going to Justice Christopher Cahill or are they being sent out to various judges for signature?
