What's specific about these counties that they're wanted? I'm unfamiliar with how most of the counties, especially downstate, work with regard to CCW.

Only thing I can say is Rockland County automatically issued licenses with sportsman/residence restrictions.

If I had to guess I would say they are targeting the counties closest to NYC
