It's a chance for him to do a little grandstanding and try to show how tough he is to his base.

Fact is, this bill will never pass. Our only chance as SAFE relief is and always has been SCOTUS. And even they're shaky at the moment. We need Kennedy and Ginsburg gone, replaced by Trump appointees like Gorsuch. Then and only then, do we have a chance at cracking unSAFE
