2) aren’t they legally allowed to be purchased in ny for a certain time near 4th of July. I thought certain counties just had restrictions on use?

when I got my tools stolen, the cops said "do you have serial numbers or other identifying marks on them? no, no serial numbers, so you can't prove they belong to you? Ok, we'll see what we can do, but I doubt you'll see that stuff again."
In other words ~~~ we aren't even going to bother trying to find your stuff, its gone, call your insurance company and good luck
