Historical New York Firearms Legislation

Hey friends, I'm going to be running a pen and paper RPG (Delta Green) which is going to be set in New York State during the 80s and 90s.

I'm hoping someone here would be able to give me a rundown on what legislation and regulation was in effect during that time period, what firearms it made available or unavailable, and what the process would have been to acquire them during that time period.

I'm mostly focused on state law, but I understand some cities (NYC, Buffalo, Albany, Rochester, others?) also have their own regulations so if you're knowledgeable about specific city or county law I'd love to hear about that as well.

well in the 80's i woke up one morning .. i was in like 9th or 10th grade and got on the bus with a shotgun in my hand .. bus driver said not a word .. i just said to the bus driver , drop me off at the back door .. ( shortest route to wood shop) .. got to the school with it and took it to the wood shop and handed it to the shop teacher to put in his office .. later that day we discussed how to make a new stock for it since i broke it the week before ..

In 1976 I was called to the principals office because I and a friend had left our shotguns in the window gun rack of the pick up truck. He wasn't upset about the guns on school property he was upset because we didn't lock the doors!

In high school I would hunt before and after school, always left my shotgun on the back seat, never an issue

About 1981 or 82, had a hunter's safety class at school. Kids that rode the bus were told to put their guns in the principal's office until the class started after regular school. Those of us that drove to school had to leave them in our cars. My senior year, I always had a rifle in the back window rack. Never even thought about locking the truck

If you get some of the old “ loose leaf “ publisher copies of the penal law, it used to put in the dates the law came into effect.

The SAFE act is the biggest one. The gun laws that effected me everyday were made before I was born .

The pistol permit crap started with the Sullivan act.

It came into effect in 1911 and was all about protecting politically connected mob enforcers from the people they were extorting.

It should be noted that for the first 20 years of NY pistol permits, you could order a full auto Tommy gun or the like from the sears catalog and have it delivered COD like any other tool in most of the country.

It should also be noted that how onerous the restrictions are depends greatly on where in NY you are.

In NYC a full carry permit has been nearly unobtainable for the common man for a very long time. But in many upstate counties even today they are given freely to anyone without arrest records, etc...

My school had a small bore range in the basement next to the fall out shelter. After school in cubs scouts we would assemble and shoot.
I remember taking the bolt out of my Grandfathers 22lr single shot Remington and my dad lost his shit. He was a fudd and had no interest in guns other then deer hunting. He did not know how the bolt was removed for cleaning and inspection.
I want to say I was 6 or 7 years old because I was moved to a newer school because of redistricting.
I just had to leave the rifle in Principles office until the end of the day.
