The rules for owning are very different than the rules for buying.
You can legally buy it and give it to him as a gift long before he would be legally be allowed to buy one himself.
Of course SAFE restricts who can gift one without a NICS check, but if you are in one of the qualifying relationships, that could be an option.
For a purchase of a long gun, you must be 18 per the FEDs.

The NYS requirements are in the business law section 898
...or such sale, exchange or disposal is between members of an immediate family. For purposes of this section, “immediate family” shall mean spouses, domestic partners, children and step-children.

AFAIK, NY allows ownership of long guns (i.e. possession) once you are 16, but you may not buy one for yourself until you are 18.
OFC, I'm not a lawyer, and I haven't stayed in a holiday inn in quite a while, but that's my understanding of how this works.
