Process:

1. Ensure you have met at least one the training requirements listed here (most have already met this requirement several times over):
   • Completion of any firearms safety or training course or class that is available to the general public, that is offered by a law enforcement agency, a junior college, a college or a private or public institution, academy, organization or firearms training school and that is approved by the department of public safety or that uses instructors who are certified by the national rifle association.
   • Completion of any hunter education or hunter safety course approved by the Arizona game and fish department or a similar agency of another state.
   • Completion of any national rifle association firearms safety or training course.
   • Completion of any law enforcement firearms safety or training course or class that is offered for security guards, investigators, special deputies or other divisions or subdivisions of law enforcement or security enforcement and that is approved by the department of public safety
   • Evidence of current military service or proof of honorable discharge or general discharge under honorable conditions from the United States armed forces.
   • A valid current or expired concealed weapon, firearm or handgun permit or license that is issued by another state or a political subdivision of another state and that has a training or testing requirement for initial issuance.
   • Completion of any governmental police agency firearms training course and qualification to carry a firearm in the course of normal police duties.
   • Completion of any other firearms safety or training course or class that is conducted by a department of public safety approved or national rifle association certified firearms instructor.
2. Obtain an application packet by requesting it from this link. Just give them your name and address and ask them to send you an application packet. The packet will include an application, two fingerprint cards, and a return envelope. If you need more than one packet, let them know.
3. Send the completed application, training requirements documentation, two complete sets of fingerprints, the appropriate fee in the form of a money order, cashier's or certified check; payable to the AZ DPS. New permits are $60 and last 5 years, renewals are $43.
   • Fingerprints can often be done at the local sheriff's office for a small fee, if any. Broome Sheriff offers the service free of charge (or at least did the last time I checked).

Reciprocity:

AZ has great reciprocity that is very comparable to UT or FL. Naturally, most of it overlaps with common non-res permits NYers obtain (PA/FL/UT), but depending on your current permit collection, you may pick up a couple of states. (Ex: AZ gets along with WI and NM, while FL and UT - respectively - do not). The AZ permit is unbeatable when it comes to bang for the buck.

Renewal:

Around 60 days before your permit expires, AZ DPS sends you a renewal application and return envelope - and yes, they actually do send it. Envelope was even stamped. Just fill out the application and send it back to them with $43.

Turnaround Time:

Five years ago, my initial application had a permit returned to me two weeks later. My renewal this spring/summer took most of the 75 days allowed by law.

Non-residents apply directly to the Connecticut State Police, Special Licensing and Firearms Unit. Call 860-685-8494 to have an application mailed out.

1. Request an application by calling the above phone #
2. Once you receive the application, fill out all forms

• DPS 46 Application Card for State Permit to Carry Pistols and Revolvers, signed and completed.
• DPS 799-C Application Form for non-residents, completed, signed and notarized.
• DPS 129-C completed, signed and notarized w/ an attached 2x2 color passport photo
• Fingerprint card, signed and completed (including fingerprints)
• Cashiers check or money order for $70 payable to "Treasurer, State of Connecticut" (for application)
• Cashiers check or money order for $50 payable to "Treasurer, State of Connecticut" (for CT fingerprints processing)
• Cashiers check or money order for $12 payable to "Treasurer, State of Connecticut" (for FBI fingerprint processing)
• Documentation of successfully completing a Firearms Safety course for pistols and revolvers that has been "approved" by the Commissioner of Department of Emergency Services and Public Protection as required by CT State Statute 29-28(b) (ex: NRA "Basic Pistol Course" is an "approved" course. For clarification of course eligibility other than the NRA course, please call). Send a copy, not the original
• A copy of citizenship (birth certificate or US Passport) (send copy not original)
• Legal Alien Residents need to provide a copy of their Alien Registration card and a 90-day proof of residency within their state. If applicable, a copy of naturalization papers should be sent with application.
• If applicable, include a copy of form DD214, Certificate of Release or Discharge from Active Duty from military which MUST specifically state discharge status.

Massachusetts RESIDENT permits are issued by the local police departments, and NONRESIDENT permits are issued by the Firearms Records Bureau in Chelsea.

-Complete a basic safety course that is approved by the Massachusetts State Police and conducted by an instructor approved by the Massachusetts State Police. Ensure that you receive a "Massachusetts Basic Firearms Safety Course" certificate in addition to any other certificates issued. The safety course is NOT required if you have completed a Massachusetts hunter safety course, if you are a current member of the US Military or Massachusetts National Guard, or if you have previously held a Massachusetts License To Carry on or after June 1, 1998.

-Download the "Application for Non-Resident Temporary License to Carry Firearms" from the Firearms Records Bureau website and complete.

-Mail completed packet to FRB office in Chelsea. Ensure you include the following:
-Completed application
-COPY of "Massachusetts Basic Firearms Safety Course" certificate
-A self-addressed stamped #10 envelope
-Application fee of $100. This MUST be in the form of a bank or USPS money order, or certified bank check. Cash, personal/business checks, and credit/debit cards are not accepted.
-Copies of home and other state permits (helpful but not required)
-Immigration documentation (if applicable)

-Once your packet has been received in Chelsea and reviewed, you will be contacted by FRB and given an appointment date and time. You must appear IN PERSON at the FRB office in Chelsea. Most appointments are in the middle of the week, and in the middle of the day. Upon entering the FRB office, you will be greeted by (armed) security. You will go through a magnetometer check (no weapons - leave pocketknives in the car or hotel) and ID check, and then be signed in for your appointment. The person from FRB who has your packet will review your information to ensure nothing has changed, and take photographs and livescan fingerprints. Total time for the appointment was approximately 15 minutes.

-When you least expect it, you will receive a letter from the FRB in your envelope. It will contain either your LTC or a rejection letter. Your LTC may be issued with restrictions "as deemed proper by the Colonel" of the Massachusetts State Police, or it may be unrestricted. Rejections may be appealed.

Nonresident licenses are valid for a period of ONE YEAR from the date of issuance. The renewal process is nearly identical to the initial application process, with two exceptions:
(1) A copy of the training certificate is not ordinarily required
(2) In-person appearances at the FRB in Chelsea are required only once every 5-6 years
You may or may not receive a renewal notice in the mail (don't count on it!) It is strongly suggested that you submit your renewal no less than 90 days prior to the expiration of your current LTC.

Once you have your NY CCW in hand, you drive to the PA County Sheriff's main office in the PA county nearest to you. There may be some that will issue a PA LTCF (License To Carry Firearms) if your NY CCW has restrictions, but most will not, so if that is what you have, you should check by phone first to see what their policy is.

The PA permit is good for a full 5 years, but must be applied for and renewed in person. Depending on the county, the cost is typically $20.00, or may be $25.00. Bring cash, NYS drivers license, and your NY CCW. Fill out the 1 page form at the Sheriff's office. They may ask for a few references, but mine were not checked. They took my picture, and issued my card on the spot. I went to McKean County location at 17013 Rte. 6 in Smethport, PA, 16749 (Phone: 1 888 836 1950 Toll Free, or 1 814 887 3454) which is south of Olean, NY. For my reason to carry, I checked "Self Defense". Unlike NY, they could care less what specific handguns you own. Twenty minutes in and out. Be sure to thank them for being so nice!

Check sites like usacarry.com to see what states have reciprocity with PA. I think it was around 30 states last time I checked. Note that FL does not accept the PA non resident license.

I have Utah, Florida, and Pennsylvania in addition to my NY permit.

I was just in Gettysburg on vacation and since my wife did not have her PA permit decided to check it out for her. We went 2 blocks from our hotel to the Adams County Sheriffs office and in 15 minutes she had her PA permit. Great , pleasant people down there.

As far as the multi state permit for Utah and Florida I took a class put on by Jim Carr at K&K Gunshop in Varysburg NY (Wyoming County). They will set up a class whenever they get at least 10 people to take it. From the time I took the class I had permits in hand within a month.

Many counties in PA had stopped issuing non-resident permits a few years back. I remember someone saying there were only 2 counties in PA that would issue. Does anyone know if that has changed?

I got my Virginia Non-Resident CCW in early 2016, pretty simple process , took about 90 days total from mailing my package (I believe it is the maximum allowed by law).

-2 passport photos
-Application signed & notarized
-Fingerprint card
-Proof of Competence with a handgun
-Proof of identification
-$100 cashier check or money order
-Permit is valid for 5 years

Virginia State Police - Nonresident Concealed Handgun Permits

Renewals have the same requirements with the only exception being that you don't need to show proof of competence with a handgun.
Virginia is pretty lax when it comes to showing "competence". An online certificate for watching a 30 minute gun safety video is acceptable, but the newly elected democRATS are trying to make it more difficult now that they are in power.

Technically, it is a violation of Pennsylvania State law for a sheriff to refuse to accept an application for a license to carry a firearm from an out of state applicant.
If you wish, and have money to spare, you could take the non issuing counties to court. This list is for those of us who just want a permit, leaving the martyrdom for someone else.

I don't have an answer for you other than on their official website or over the phone, the counties I have noted indicate they do not issue non resident permits. Perhaps there is another section of state law that we are unaware of.

Well seeing as there is a state law then no the sherrif just cant make up random laws. Just like townships who try and ban carry in say town parks cant do so because by state law it is legal.

Yes you should 100% challenge a county if they are illegally denying you. There are plenty of threads in the PA gun forum talking about this and how the county is breaking state law .

It's called picking my fight. What some sheriff does in PA, not really my fight. I will go where they do process them. If you want to go down there and maybe protest in front of some sheriffs office, knock yourself out. I am giving people the reality of the situation, not what it should be or how we would like it to be. What I posted is what it is, like it or not. Telling me to read the laws has no place in this thread. Go on down there and force Tioga county to give you a non resident permit. I look forward to your successful reading of state law to the sheriff and how he sees the error in his ways and gives you a permit.

And it's as simple as print off the application (which is online) fill it out. Attach the penal law to application and turn it in, only way the sheriff can deny the person would be they

1) dont have an equivalent license in their home state (ie unrestricted NY license)

(2) something that federally bars them from owning or carrying a gun (which if that was the case they wouldn't have a New York handgun license let alone an unrestricted one)

or

(3) character clause (which again if you are not of good character how would you still have your NY license......)

Wait the 45 days AT MOST, and I bet you end up with your license. Otherwise it'd be fun to see a sheriff try and explain (by law any denial has to be accompanied with a legal reason in writing) why that person was denied

So looks like someone learned that PA law says shall issue.... and then learned oh no there isn't some weird second law that says shall issue unless sheriff in some countie doesn't want to...

Then as stated when pressured by individuals, aka someone who unlike you didn't take breaking state law for an answer, such county sheriff did then back off (even if just for that person or maybe even for one bordering state countie) just enough to get the problem to go away...... well sadly any progress made there is thrown out when people like you go and tell people well they said no so even though they aren't following the law it's not worth pressing the issue because well the clerk on the phone told me no so I'll tell you all no

There was a member in the other place that was willing to take them to court, the sheriff backed off, granted him a permit and took away his standing to sue. Until every single PA County denies non residents a PA LTC nobody will be willing to challenge them.

The don't issue a non-resident unless you have property or work in Ohio. (As I understand it.) They do allow open carry, I haven't seen any restrictions on out of state persons.
I have read that they allow Concealed Carry as long as you have a CC permit from you home state.
I need to find this cut and dry, no B.S. Of course there is conflicting information on the Web!

What does PA law and New York / NYC law have to do with each other.

Show me where in the New York Penal law it says that a new York resident with an unrestricted licensense from outside of NYC shall be granted the ability to carry inside the city...............


Oh wait that's right, the penal law specifically says that only NYC issued licenses are valid in the city, unless the individual gets written approval from the police commissioner, oh and it doesn't say if you ask him he has to say yes to anyone (here is a little info you clearly dont know, New York as a whole is a "may issue" and that means they may or may not issue a license it's up to the issuer)


Now on the other hand the PENNSYLVANIA law is written so that if an individual has an equivalent license in their home state (for shits and giggles we will call that state New York, and unrestricted in case you didnt know would be the equivalent to the PA LTCFA) Is over the age of 21, and is not barred from owning or carrying a firearm for legal reasons they shall be (I'll explain that here in a second) be issued a license to carry a fire arm from what ever county they choose to apply in (residents of the state have to apply in their home county) ......... now back to this "shall" word. This is another difference between New York and Pennsylvania,
Pennsylvania is what is known as a "shall issue" state. This specifically means that the state will issue their license to anyone who applies if they meet all legal requirements. As a resident that means, 21 years or older, lives in PA, fill a out the application and passes a PICS (PAs version of NICS) and there you go....

In accordance with 18 PA C.S. §6109, a sheriff may deny an individual the right to a License to Carry Firearms if there is reason to believe that the character and reputation of the individual are such that they would be likely to act in a manner dangerous to public safety.

@Edwardteach72 it seems you are very knowledgeable on PA LTCF laws. You wholeheartedly recommend challenging a sheriff who denies a permit to a NYS out of state unrestricted permit holder. Have you challenged NYC for denying the CC permit already issued within our state? Why would our CC permit only be valid in 57 of the 62 counties within our state? It seems the five counties designated as NYC can write their own laws.

So in short why would I challenge NYC when our state law specifically states they CAN deny anyone they want when ever because it's the city. But yes I would challenge a Sheriff of a state whose law specifically states that it is the sheriffs duty to issue nonresident licenses to those who can pay the fee are over 21 have an equivalent license and can pass the PICS (Pennsylvania Instant Check System)

No it seems like the STATE wrote the STATEs PENAL LAW that way

Correct any challenge to a NYS pistol lisence being invalid in NYC would be filed against the state and PL 400. I read somewhere that this was amended in the 1930’s because the NYPD was complaining that crooks were being caught with NYS pistol lisences issued by other counties with less thorough background checks. Of course this argument has no validity in 2018 after all the BS we go through to obtain a lisence. Think an activist judge from the 2nd Circus would agree? What does PA law and New York / NYC law have to do with each other.

Show me where in the New York Penal law it says that a new York resident with an unrestricted licensense from outside of NYC shall be granted the ability to carry inside the city...............


Oh wait that's right, the penal law specifically says that only NYC issued licenses are valid in the city, unless the individual gets written approval from the police commissioner, oh and it doesn't say if you ask him he has to say yes to anyone (here is a little info you clearly dont know, New York as a whole is a "may issue" and that means they may or may not issue a license it's up to the issuer)


Now on the other hand the PENNSYLVANIA law is written so that if an individual has an equivalent license in their home state (for shits and giggles we will call that state New York, and unrestricted in case you didnt know would be the equivalent to the PA LTCFA) Is over the age of 21, and is not barred from owning or carrying a firearm for legal reasons they shall be (I'll explain that here in a second) be issued a license to carry a fire arm from what ever county they choose to apply in (residents of the state have to apply in their home county) ......... now back to this "shall" word. This is another difference between New York and Pennsylvania,
Pennsylvania is what is known as a "shall issue" state. This specifically means that the state will issue their license to anyone who applies if they meet all legal requirements. As a resident that means, 21 years or older, lives in PA, fill a out the application and passes a PICS (PAs version of NICS) and there you go....

In accordance with 18 PA C.S. §6109, a sheriff may deny an individual the right to a License to Carry Firearms if there is reason to believe that the character and reputation of the individual are such that they would be likely to act in a manner dangerous to public safety.

Apparently you're unaware of the wording in the NYS constitution regarding the 2A.....

"New York Civil Rights Law article II, § 4 provides that “[a] well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms cannot be infringed.”

The NYS 2A amendment to the constitution makes no mention of NYC making up their own laws. Shows as much validity as your narrow contention that PA is somehow different in this regard.

But good luck trying to coerce members to go to non issuing counties to succumb to non resident threats that they are breaking the law. Can't wait to see how those confrontations work out.
