If you possess a mag that can contain more than 10 rds you are breaking the law.
But a mag with a limiter can only contain 10 rounds and that's good to go is it not?
I would read the law again. I think it has to be permanent.

If the mag has the limiter installed, and can hold 10 rds or less you are good (outside of NYC I believe). You in theory (or legally) cannot possess a normal sized magazine within NY (unless part of the chosen class) at any time for any duration and neuter it to a reduced capacity while within NY.
I believe that an FFL can do that voodoo, but not us common folk

I just order the mag and have it sent to my ffl and have them put the mag-blocks in. 
I would not bother odering any mags, if you can get by with what you have with all these Court cases going on.

I would not want to get caught with a 17 round glock mag with a simple limiter or mag lock installed on it. No one will ship one to you anyway. I’ll bet most FFL’s won’t even sell you one unless it’s pinned and welded and that’s what they all do around me.
That depends now doesn't it?: If you're in posession of a magazine with a capacity greater than ten rounds it is illegal irrespective your intentions. Now I dare say that there are and have been many with magazines here in New York with capacities in excess of ten rounds that kept their mouths shut and out of the purview of "the man" that modified their magazines to stay lawful, or if you're a criminal and don't give a fuck about an illegal magazine and/or illegal gun then go for it, but don't cry when you get jammed up.
Do the best you can to stay compliant, do an even better job staying out of situations where Cops see your shit and start asking questions.

I am, now I am. Not always was I. I refuse to partake in the elected and their stupid rules. When I shoot, I shoot on private property as not to put a target on my back. Many of my carry guns come standards with lower cap mags, so this does not come into play.

I sell .450 Bushmaster Magazines that are the same physical size as (20) Round 5.56 magazines: they have a special "sled" type follower on top and a conventional follower on the bottom as a spacer.just order 458 socom ar mags .. its a 30 but only holds 10 .. LOL .

Ten Round Magazines for .50 Beowulf and .458 socom often use the (30) round of 5.56 sized bodies, but will only hold ten of the fat rounds.
There was a SAFE Act Case way up North involving a .50 (12.7x42) where the Trooper was certain the magazine was illegal, until their Lab procured ammunition and loaded it, which proved it did not exceed and was not illegal. the few I have are so marked ".458 SOCOM" or ".50 Beowulf" If you're using an ordinary 30 for these rounds, add a follower to the bottom of the spring because in some magazines, you can crank that eleventh round in there; doesn't matter that it won't work worth a shit, only that it will... ANY excuse suffice a tyrant.
