Well, to be fair, they *are* weapons. Especially the ones purchased by the police.

You could argue that the guy building a race gun for competition isn't building a weapon, but the police specifically *are* using these as weapons.

Sure, they are also tools. All weapons are tools. A tool is just an object that allows you to do something better than you could by hand.

Most tools can be used as weapons too. If you stab someone with a screwdriver, it's a weapon. You could even be prosecuted for assault with a deadly weapon for doing so (I guess that makes that screwdriver an assault weapon TBH).

In the hands of LE agencies it may fit but the word firearm would have been a far better label in the 1st quote and still conveyed the importance of the sentence behind it.
