One thing I've found when dealing with corrupt cops (especially ones that keep quotas) is that they will use their power aggressively on law abiding citizens because they know they won't fight back. They law abiding usually just comply. On the flip side, they don't want to mess with a criminal that may put the end to their life that day they go arrest them.

At the end of the day, it's easier to arrest a law abiding citizen, then it is a criminal.

In other words, it is the low hanging fruit approach.

A few years ago during the pandemic, there was an officer that was bragging about how many people he wanted to arrest that week for not complying with store owners over masks.

This is precisely what happened in England. The Justice system is applied harshly to law abiding citizens while criminals are coddled. It's a disgrace.
