It’s a FAQ listing regarding all the news laws, sort of. It’s not specific to semi-auto rifles.

so based upon on what I see, there is no legal way for a NYS to lawfully purchase a semi auto rifle from sept 1st to sept 4th (license not available to get until sept 4th from what the nysp have said on that FAQ)

Since Westchester residents have to do the same BS training and renewals as the NYC residents now. Does that mean we get to carry in NYC now?

Q19) How do I apply for a Semi-Automatic Rifle License? A) Starting September 4, 2022, you may apply for a Semi-Automatic Rifle License through your county/local licensing officer. Existing firearm license holders can add a Semi-Automatic Rifle to their firearm license through their local licensing officer
I take this to mean pistol license holders can buy a semi-auto rifles, by the word Existing firearm license holders as the are no such thing as a semi-auto rifle license at this time.

So that would mean doing the whole purchase coupon thing, adding it to your permit. Would that also mean that unless you did not have a semi auto rifle license you can’t touch one much like how pistol permits work?
Part of that may fall under this?

Q. Can I use a semi-automatic rifle for hunting? A. You may use a semi-automatic rifle for hunting game that may be taken with a rifle. On or after September 4, 2022, to take ownership of a semi-automatic rifle in New York you must be at least 21 years old and must first apply for and acquire a New York State semi- automatic rifle license. A person of any legal hunting age may temporarily possess/borrow a legal semi-automatic rifle for hunting.
A Hunting license would be needed I guess.
And the handgun thing change if under the supervision of a certified instructor, but still at an incorporated range I believe.

From what I have heard the county clerks do not want to add a rifle to a pistol permit. IF it is added does that mean we must carry a rifle concealed. ?

It is all up to the licensing officer (Judge) may be a separate card, I don't know.

I plan to never buy another rifle while I live in NYS. I have everything I need now until they take away what I have. They ban AR’s then I’ll have to buy one.

The law is written that the semi-auto rifle permit is only to purchase/take possession. There's no requirement to have the permit simply to possess, so having to add it to a permit doesn't make any sense.

Interesting how the the Semi Auto purchasing permit is now a license when the law as written explicitly states it's a purchasing permit.

* § 265.65 Criminal purchase of a semiautomatic rifle.
A person is guilty of criminal purchase of a semiautomatic rifle when
he or she purchases or takes possession of a semiautomatic rifle and
does not possess a license to purchase or take possession of a
semiautomatic rifle as provided in subdivision two of section 400.00 of
this chapter. Criminal purchase of a semiautomatic rifle is a class A
misdemeanor for the first offense and a class E felony for subsequent
offenses.
* NB Effective September 4, 2022

* 6. License: validity. Any license issued pursuant to this section
shall be valid notwithstanding the provisions of any local law or
ordinance. No license shall be transferable to any other person or
premises. A license to carry or possess a pistol or revolver, or to

** (c) A license to purchase or take possession of a semiautomatic
rifle as defined in subdivision two of this section shall be recertified
to the applicable licensing officer every five years following the
issuance of such license. Failure to renew such a license shall be a
violation punishable by a fine not to exceed two hundred fifty dollars,
and such failure to renew shall be considered by the licensing officer
when reviewing future license applications by the license holder
pursuant to this chapter.

This is very poorly worded, but the FAQ explicitly uses permit and license interchangeably, and I am pretty sure what they actually mean here is that "existing firearm [e.g. pistol] license holders" can add a Semi-Auto Rifle License endorsement to their pistol permit that they already have. In other words previous pistol permit holders will not immediately and automatically be able to buy semiauto rifles, but you will have to go back to your judge or whatever to add this endorsement, similar to any other pistol permit amendment, without requiring a full new license application and background check. Once you do that you will be able to buy semi-auto rifles in New York. But you should not have to add the new rifles to your license as you do with pistols, as the law does not provide for that (yet).
Not going to comment here on the wisdom of getting any kind of firearm license in New York.
Yes and No you do have to recertify anything you buy under the license, but not what you already own.

There is nothing written in the law that requires any firearm to go on the license that I'm aware of. I read it to be one of those *show license *pass BGC *complete purchase and leave. Nothing is recorded.

Yes and no and yes and no.. The unhelpful FAQ appears to say that permit holders can just get a semiauto license added to their pistol license and then purchase semi-auto rifles as usual. Those without pistol permits will now have to do this advanced BG check bullshit to get a license to purchase semiautos.
Previously owned semiauto rifles are not now affected with or without a license--until you go to sell or transfer them.
But for all new purchases, FFL's now have to send their books off to the state every year, creating a de facto prospective state level gun registry for long guns in New York, whether semi-auto or not. The state could always get access to that information on a case-by-case basis for criminal investigations but prior to the SAFE act the sale of rifles and shotguns, and after the SAFE act non-"assault" rifles and shotguns, were basically unregulated by New York. Going forward NYSP will have all sales information in New York in their custody, without having to send out investigators to get specific sales from books.
A possible way around this for shotguns and non-semiauto rifles would be to do the transfer or purchase out of state. It may also be possible to do semiauto build/conversions out of state to get one in New York legally without NYSP involvement.
The SAFE act had also allowed private sales as long without an FFL transfer if you got an FFL BG check for the buyer, keeping the gun off the FFL's books. This might still be possible? Don't know if anything shut that down.
You will be doing an amendment for the semi-auto rifle just like a handgun then go back and pick up at LGS. So now the County Clerk and the LGS have records, No?
