I take this to mean pistol license holders can buy a semi-auto rifles, by the word Existing firearm license holders as the are no such thing as a semi-auto rifle license at this time.

Interesting how the the Semi Auto purchasing permit is now a license when the law as written explicitly states it's a purchasing permit.

A person is guilty of criminal purchase of a semiautomatic rifle when
he or she purchases or takes possession of a semiautomatic rifle and
does not possess a license to purchase or take possession of a
semiautomatic rifle as provided in subdivision two of section 400.00 of
this chapter. Criminal purchase of a semiautomatic rifle is a class A
misdemeanor for the first offense and a class E felony for subsequent
offenses.

This is very poorly worded, but the FAQ explicitly uses permit and license interchangeably, and I am pretty sure what they actually mean here is that "existing firearm [e.g. pistol] license holders" can add a Semi-Auto Rifle License endorsement to their pistol permit that they already have. In other words previous pistol permit holders will not immediately and automatically be able to buy semiauto rifles, but you will have to go back to your judge or whatever to add this endorsement, similar to any other pistol permit amendment, without requiring a full new license application and background check. Once you do that you will be able to buy semi-auto rifles in New York. But you should not have to add the new rifles to your license as you do with pistols, as the law does not provide for that (yet).Semi-Automatic Rifle License
