When you reach the roof and the guy has a rifle pointed at you and you dont have your firearm in hand, you get the fuck outta the way. As for the radio transmission not reaching the right people, I can tell after years of doing security for Mario Cuomo in NYC in conjunction with the NYSP, we were all on the same tac, the transmission was heard by all. When he reached the top shooter spotted him and started turning the rifle on him. Said he could not reach his weapon being his hands were occupied with the climb. I’m sure in the tactical world they have a procedure for this.
