Quick Question About Completed Lower Receivers.

For a while I’ve been wanting to purchase a can cannon, it seems pretty fun. The ATF ruling on the can cannon stating that “it is not a firearm and is 50 states legal.” For the lower receiver that I’m going to assemble it on, is it legal for me to possess a completed lower receiver that can accept a detachable magazine, has a pistol grip and stock? Or does it also have to be fixed due to safe act? I just want to double check. If I’m correct a lower receiver itself is not a firearm but knowing Cuomo Land they’ll probably have their own definition on why you can’t have fun here?

You don’t get it. Everything that you think is cool is illegal here or is in a grey area that will be considered illegal by some LEOs for you to have to sort out in court at the cost of money, possibly your job, and possibly your freedom.

Considering that the penal code largely functions by saying "everything is illegal by default; here are the exemptions", you can basically say anything you can come up with is illegal and save yourself the trouble.

You could put that lower on a bolt action upper and have whatever features you want, detachable magazine (still just 10 rnds though). Muzzle break, adjustable stock, shoulder thing that goes up, the works.

Since a can cannon is a muzzle loader, it is also exempt from the feature counting that only semiautomatics are afflicted with.

Tech cant consider it a SBR as there is no rifling.. even per New York law
