It would take multiple decades to make just a fraction of the transformers, breakers, switches, etc. He would also swallow his own tongue if he realized the environmental impact of running towers or buried cable through sensitive wetlands, forests, visual vista's, etc. This man is a kook. So he is courting swing voters to draw them away from Biden. But he was catching too many that might vote for Trump, so now he's heading left to turn them away.

I don't think that's what's happening, but if you wanted to pretend he's a good guy and smart, that's what you'd tell yourself.
