To be eligible for the program, the applicant must be 18 years old and have identified as Black or African American on public documents for at least 10 years. They must also prove at least two of eight additional criteria, choosing from a list that includes, "Born in San Francisco between 1940 and 1996 and has proof of residency in San Francisco for at least 13 years," and/or, "Personally, or the direct descendant of someone, incarcerated by the failed War on Drugs."

It’s just San Francisco so I’m going with it’s the city of San Francisco and maybe some state aid. Watch how many of these people even live or don’t get arrested after being given this money. You will likely never be provided the stats on that but I’ll bet this doesn’t lead to good things for most of these people. Winning the lottery normally ruins lives so I’d argue that this could be one of the worst most racist things done to these people.

So on top of $5 million they have their debt wiped out and the city also wants to supplement low income housholds. That $5 million probably won't count as income or be taxed, so that means that they keep that lump sum AND get the other perks too. Fucking unbelievable
