Semi Auto permits in Ulster County

At what point does it become an infringement the way Ulster County is handling the semiautomatic permits?
Neighboring counties have been issuing them the very same day for pistol permit holders, Ulster has been sitting on them claiming that the judges are backed up.
I currently have two rifles sitting in area gun shops because of this ridiculous law, one is a Remington model 8 and the other a Winchester 1907, hardly anything even near to a so-called assault weapon, but because of the clueless delusional cow in Albany everything is scary.

$5 and a couple minutes at the permit office in erie if you already have a now mostly worthless pistol permit.
