Investigation determined that on December 4, 2022, Rosales participated in a contest of speed on the Taconic State Parkway near mile marker eight and fired multiple rounds from a handgun at the victim who was operating a competing vehicle.

Rosales was then placed in restraints of the hands and inserted into a vehicle of transport to be taken to a structure of detention where he will stand before a judge of the judicial system.

this is what happens when you let an authoritarian govern-mental person who, at some point in their career, trys' to write something that sounds intelligent, but ends up sounding really dumb. The legislators in the Metropolitan area of NY city become enamoured with this persons brilliance, and then promote said person to Commandant of the NYSP, or make him/her/it a neurosurgeon

In the minds of the legislators:
Calling it a 'race' would complicate the matter due to the initial connotation of the word. Participating in an illegal street 'race' is practically a hate crime under NY civil rights law, and the loser could seek damages from the winner. So, the person that lost the race is a victim, and would ultimately be the winner after a settlement from the aggressor. Aggravated Vehicular Contest Of Speed is far less likely to be misinterpreted, and provides a greater revenue stream for the state. The police can arrest you either way, so we should probably make some more unnecessary laws for them to pile on the charges. How about a felony charge for Inequitable Fuel Consumption that disproportionately affects minority communities?

This is all so complicated. Thankfully we have the government to make everything better. They stopped Guam from tipping over.
