I was working with one of my clients in Binghamton today and the gentleman I was with is a constable in Pennsylvania.
He mentioned Susquehanna County issues permits to NYers.
I called up sure enough they do and 40 minutes later I was in the office for seven minutes and got my Pennsylvania permit.
I didn’t have time to stop at any of the shops for ammo.

If you drive south on Route 11 only 3 miles over the NY/PA state line (or exit 230 Great Bend onI-81) you can go to PA Guns & Ammo:

Directly in front of the Court House at Montrose where you’d get your permit, is Montrose Sporting Goods. It more of your old fashion outdoor store with boots, clothes, fishing gear, etc. but they sell some guns and ammo. Their prices are higher than the other two places. But they are right beside the courthouse:
