Im not sure how someone can write an article based on zero public statements as to why it has not been brought to vote. It's all speculation. I wasn't impressed with the law as currently written so yea i need to be optimistic they bring something passable to the table.

This isn't a Reciprocity bill, it's a constitutional carry bill. It will not pass unless permits are involved that satisfy the hold out republicans. Not all republicans believe in constitutional carry, Background checks where crafted by the NRA and voted in by Republicans. The states that don't require a background check / carry permit is what's holding this bill up.

Wouldn't "Constitutional Carry" mean carrying whatever, whenever, with no license needed? After all, doesn't it say "keep and bear" right there in the Amendment? Not "keep and bear as long as we let you with a license".

Drivers licenses are different as they ARE a privilege, not a Right. it is a small, yet very significant, difference, and one that most people (including our elected officials) seem to miss.

I should NOT have to acquire a 'license' to exercise a Right.
i don't need a license to speak my opinion on the street corner.
I don't need a license to worship.
I don't need a license to secure my papers, etc.
And, according to the Democrats, I don't need a license (or any other form of I.D.) to vote.

Reciprocity Could Get Boost from Allen Testimony

Another boost could come from personal testimony from Shaneen Allen, a phlebotomist with a Pennsylvania-issued concealed carry permit who spent 48 days in jail in 2013 because she told police officers she had a licensed handgun in her car when she was pulled over in New Jersey. The mother of two was eventually pardoned by Gov. Chris Christie.

Allen has volunteered to testify before the Senate in support of the bill. It could be helpful, proponents hope
“When you see the system go wrong in the life of a real person it becomes more compelling,” New Jersey Republican Rep. Tom MacArthur told Michael Catalini of the Associated Press. “The woman did nothing wrong and yet her family was thrown into real chaos.”

Allen’s experience convinced her to leave the Democrat party and join the GOP. But, as she told Catalini, her loyalty is contingent on Republicans remembering to “put their money where their mouth was.”

My god are you really that obtuse? everything before the word "OR" covers permitted states .. everything after "OR" covers constituIonal carry states that do not issue permits at all. You can't have reciprocity with a state that doesn't even issue permits so it's stepping stone to constitutional carry which will never pass. It's what the Dems where bitching about when it was brought to a vote and it's why the bill has been current put on hold because there are plenty of Republican states that who won't go for it.
