Bills S13A (sale of unfinished receivers/possession of major gun parts by subject to extreme risk order or sec 902 title 18) & S14A (serialization and registration requirements for receivers by gunsmiths and sale of ghost guns) both become law 180 days after Governor's signature. Both made it through both houses but have not been sent to the Governor's office yet according to the NYS Senate web page showing current bill status (both show passed Assembly and Passed Senate but not delivered to Governor): NY State Senate Bill S13A NY State Senate Bill S14A
Anyone know what the process is to get them to the Governor and how long that is likely to take?
It looks like all the language from previous bills was removed that would make modification, cleaning, repair or building of firearms by non-FFL or non-Gunsmith illegal. It also looks like any and all unfinished receivers that are finished and serialized prior to 180 days after the law takes effect would not need to be serialized by a Gunsmith and therefore not subject to being registered.
Currently unfinished receiver companies are avoiding direct sales to NYS residents (they won't ship to you in NYS but will ship to you at an alternate out of state address) due to the weaponizing of NYS tax dollars as a threat of prosecution by Letitia James the AG through cease and desist letters. But, I assume a partially finished receiver is still not a fire arm and currently not illegal to buy or possess by NYS residents, not illegal to have shipped to someone out of state and have them ship it to you, not illegal to manufacture into a fire arm, not illegal to build into a fully functional fire arm, and not illegal to serialize it before S13A and S14A become law so no background check or registration is required. I would also assume that after this law is in place, that you can purchase an unfinished receiver, have it shipped to you or someone else out of state, serialize it out of state (by you or an engraver), mill it out of state by you and then bring it in state as a serialized finished firearm receiver that you own without a background check or registration and then you can build it into a functional firearm here in state.
