If you had a business that dealt in refinishing firearms (hot blue, parkerizing & stock relishing) do you need an FFL?
What about handguns?

I would still recommend a gunsmith license. The sucky thing is, gun smith licenses require a complete renewal every 2 or 3 years just like a pistol license. I let mine expire after about 3 cycles of sillyness.
If you are touching handguns, at a minimum, a gun smith license, and the guns must be delivered /brought to you, and be picked up from you.
If you are touching long guns, I honestly don't know.

I've been tinkering with this idea for a while now. I've been refinishing friends & family long guns on & off for a long time and have become damn good at it if I don't say so myself. I've turned things deserving of the scrap pile into something to be passed down once again. Don't mind staying away from pistols.

I am fairly sure to get a gun Smith license in New York you must first have an FFL
Due to the on safe act, you will need some kind of a license to possess someone else's firearm just to cover your ass. Because it could be construed as a transfer by New York State.
Bottom line is that New York state requires you to be licensed to be a gunsmith or to sell firearms This is over and above the federal license. So essentially you need to in New York. The federal and state license
I honestly don't know what changes have transpired in the law in the 2-4 years since I relinquished my gunsmith license. Back then (7 yrs ago, and then the renewals 5 yrs and 3 yrs ago) you did not need a FFL. I got my gunsmith license from Albany, but applied thru my county.
I may be completely off base (I usually am, it's a Monday ) but I think I needed also a pistol permit to get the gun smith license.
i asked about this a wile ago and was told .. you need a gunsmith FFL so you can have have the receiver with out the owner present .. so if you just blueing a barrel no receiver no GS FLL needed .. if your working on a lower receiver the owner must be with you or you need the GS FFL.
I asked about this for like a friend of a friend wanted his gun bore sighted .. can i charge .. as long as the owner is present with the firearm because of the receiver .. the damn part that gets the nic check ..
