If you look at the pace of recent past presidents he is at this time pretty much on par with them, Reagan and Bush made announcements
up until the week before inauguration (one each).
David Axelrod (who worked for Obummer) even stated that criticism of the pace of announcements was not a fair shot, and
he certainly is no partisan.

Cabinets are traditionally filled by people who own you, and who you owe favors to. HRC's cabinet would have been announced the day she'd won, for example, and there's no doubt as to the criteria.
Simply look at picks for Obama, Bush, Clinton, Bush... it's simple boys club and reward, nothing more.

That Trump does not appear to have a list full of RNC/DNC hacks, and "husbands/wives of the WH Press Corp"? There's some possible implications for that, at least one of which is wonderful.

At least one of of them is horrible, too, but, I'll choose to be a positivist for now.
