I wonder under what circumstances the dog was being walked? Leashed, unleashed, retractable leash?

There was a couple in my old neighborhood who would walk their dog in the street with a retractable leash. They would walk on one side of the road and the dog would be on the other. Completely oblivious. Pissing off UPS, USPO, FedEx, contractors. Undisciplined humans who didn't know how to walk their dog.
