If he lived in Honolulu, which is a pretty long flight from Flordia where did he stay. ? Where did he get the weapon on such short notice? He didnt bring it on the flight .

Another thought I had, IS that he had no fucking clue what was going on, He was brought there to do business or meet with someone, and He was set up as a patsy , the gun by the fence was planted its a red herringthe real shooter never got the shot off , things went south . That would explain why he wasn't so determined that he had to be shot to be stopped.
