How do we know this guy doesnt have hard copy proof that his father was tied to the FBI or CIA? The last thing the government wants is proof that he was tied to one or more federal agency .Ryan was a felon, He traveled multiple times outside the US which requires a passport ,Felons cannot cross our border without special permission. Homeland security never stopped him from reentering the US . the fact that he travled to a warzone and actively recruited foreign fighters would put him on a red flag list for the FBI and homeland security . My point is, the goverment would have had him watched at a minimum . the government knew he was in Ukraine.
