It's because of the secrecy.The problem with agencies such as the CIA is that it's inevitable for evil people to abuse its powers. Once a Demonrat returns to the White House they'll appoint a fellow Demonrat and all sorts of horrible things will again happen.

By their nature, those agencies need to operate in secret.
That makes proper oversight *very* difficult.
And then the claims of "national security" are more often used to cover up embarrassment, corruption, or incompetence than they are actual national secrets.
People start building little personal empires in the organization, and their loyalty tends to be to the organization before the country, and even their little political faction over the agency.
It's a problem inherent to any organization that keeps secrets like that.
Then throw in the fact that they break laws in other countries as a matter of course for their job, and they're *expected* to do so and now you have a perfect recipe for rogue unaccountable fiefdoms.
Look what the FBI did during Jan 6th. They dressed up as Trump supporters trying to stir all kinds of trouble. Get rid of these 3 letter agencies. They never exisited decades back. Same holds true with the TSA, Created out of 911 for "Safety".

What we need is to drastically reduce their jurisdiction.The practice that the DOJ has a monopoly on jurisdiction is a big problem. The AG and the Fed have WAY too much power. When the Fed goes corrupt there is little to no recourse. There should be a system wherein a state or a coalition of states can pursue criminal matters with just as much authority as the DOJ. After all, the DOJ needs to be policed too.
