Congress will (I believe always has) passed the retroactive pay bill.

I can't guess where this goes. Both sides are digging heels in pretty hard on it. Once some real pain is felt, e.g. if EBT stops (nobody will allow that), people are not getting their tax returns (IRS won't issue during furlough) pressure will build. Likely they'll agree on something in the middle and both sides will claim success.
