All the more reason to get yours now. I know it’s on my short list. I want the mag fed bolt, would mate nicely to an 80% lower (which could then be serialized to match, for convenience).

Yes, that's the impression I got from reading it. Really, bottom metal aside, there is not much to a bolt action aside from a receiver, a bolt and a barrel. In this instance, the AR lower is analogous to the stock of a traditional bolt action rifle, by the ATF's interpretation. At least that's what I take away from it.

I think its because its a 50. BMG and they know someone will make an 80% lower for it. but on the upside, maybe we can finish our own uppers for this 50. and get our selves concussions from shooting it into pumpkins.

The firing control mechanism attaches to the directly to the receiver of a bolt action gun. That is the difference.

Bolt action gun, break action gun, pump gun, and most other actions including a majority of semi guns the trigger ( fire control group) attaches directly to the receiver and therefore the receiver can fire the a round normally with or without being in a stock.

In an AR the trigger/fire control group is mounted in a separate receiver (lower receiver) which is then attached to the upper receiver. There is no way for the upper receiver to fire a round normally without the lower attached to it.

The AR was a new modular design and only one of the halves needed a serial number. Which is why the upper receiver of the ARs were not the serial numbered part when they were designed.

Because it is the part that makes it go bang regardless of what is on top. You should count yourself lucky that we dont have to have matched numbers on uppers and lowers - yet.
