This is... interesting. While "technically" feds do have jurisdiction over federal crimes, it appears that the local municipalities are arguing they have the power to stop it since such enforcement is criminal. It's ballsy. They may wind up being arrested for it as well. Who knows how this will shake out.
Just because something is unjust or unconstitutional doesn't mean law enforcement won't enforce it or believe it to be enforceable. They're playing a dangerous game with the feds.
