It's not arrest for a criminal act. Its arrest to compel return to the state house -by force if necessary - to do their jobs. So, they can literally detain these people and forcibly drag them back to work so a vote can be held.

It is a very particular point of law that only applies to state legislators IIRC.
Only Democrats would conduct an illegal filibuster and go to Washington to protest the legal one.
