No interest in making offers, I bought elsewhere.Have you made the local an offer?
His business and he can run it how he wants, I’m sure in this area it sold but I wasn’t buying.

Why is that? Most smaller FFL's will give a little better price, especially if it has been sitting around for a while. You would think you knew that being as how you worked the other side of the counter. No interest in making offers, I bought elsewhere.

It’s a Gen 6 Glock, it hasn’t been sitting there long. It would be a waste of my time and his…we would never get close. Why is that? New Form 4473 Draft: Sex Field Reduced to Male and Female, Marijuana Question Updated, Direct Shipping Added - USA Carry

Keep in mind, ship direct to buyer depends on State restrictions. For instance handguns in NYS. Some states already allow; hence the proposed changes. Some do not.Whoa this is huge!
The Big One: Direct Shipping
The most significant change in the draft is on page three. The new form includes an option for “Non-over-the-counter transactions,” which corresponds to the ATF’s separately published Non-Over-the-Counter Transfer rule. That rule allows FFLs to ship firearms directly to a buyer’s door rather than requiring the buyer to physically pick up the firearm at a gun shop, provided the FFL and buyer are in the same state.
This is the change the Second Amendment community has been talking about most. For buyers in rural areas or in states where the nearest FFL is not particularly close, direct shipping eliminates a meaningful logistical hurdle. It also brings firearms transactions in line with how nearly every other consumer good is purchased and delivered in 2026.
The Non-Over-the-Counter rule was published in the Federal Register earlier this week, and the Form 4473 draft adds the corresponding section to make compliance straightforward for FFLs participating in direct shipping transactions.
Why It Matters
A shorter form means fewer paperwork errors. Fewer paperwork errors mean fewer FFL revocations driven by minor administrative mistakes, which were a major focus of the previous administration’s zero-tolerance policy against gun dealers. A simplified straw purchase question reduces buyer confusion and keeps lawful gift transactions clean. A revised marijuana question recognizes that millions of state-legal medical marijuana patients should not be permanently disarmed under federal law. Direct shipping is a long-overdue modernization.
Ok, so how is this going to work in NY? As we all know the hurdles are much tougher here and it does say FFL and buyer must be in the same state.. Being how it's a federal form I assume it won't change anything for ammunition sales, correct?Whoa this is huge!

NYS will loose their fucking minds over this considering they demand camera's videoing and retaining sales for two years...You know those thugs get their guns from Gun Shops and Walmarts with no questions asked.Whoa this is huge!

That is subjective bullshit! Positive identification with a matching address is the first qualifier when conducting a BGC, beside the gun community has LONG HELD and PROVED that "criminals" do not utilize legitimate sources to illegally obtain guns. The buyer still has to physically fill out and sign the 4473, and then withstand the NICS check process.
Unless the 4473 is allowed to be filled out online, the submitting proof of identity, detecting false/stolen ID, or from dead people especially, ID of buyer, will be a big problem to overcome. as every BLM, illegal and felon will want to get false ID, to buy the gunz.
Lee Harvey Oswald bought his Carcano from Kleins, the same as me.............I did buy a Mauser by mail in 1965 from Kleins.
In state only..NYS?
Many remote ways to do this. I was hired by people that never saw me in person. We did it over zoom chat. The government does this regularly today for many functions. The buyer still has to physically fill out and sign the 4473, and then withstand the NICS check process.

The 4473 isn’t used for ammo and is a state function so likely no.Ok, so how is this going to work in NY? I would make Handgun Sales in NY much simpler: Every Show, there's always one that's delayed doing a check and or lives hours away from the Shop which really puts a kibosh into an otherwise great deal...sucks to have to drive 2-3-4 hours each way to finalize a Handgun Transfer when the paperwork could be Mailed and subsequently the gun shipped in a Flat Rate Box.Keep in mind, ship direct to buyer depends on State restrictions. I would agree. But the change is ability to ship direct to the persons home; you’re talking the background process. Two counties by me allow me to do the background and transmit to their office to add to permit direct. YES, makes it very much easier. However, if you buy out of state, they SHIP it direct to you, the process to have it registered in NYS is skipped which makes it violate the STATE law. By adding it to your permit you are registering in NYS. Two requirements if you are stopped. One are you an authorized person (Not Prohibited) which in NYS means do you have a permit; allowed to possess. Second is it registered in NYS which requires the county office to have it on file and added to your permit. If you skip that second step you are only at 50% legal in the eyes of the state.I would make Handgun Sales in NY much simpler: Every Show, there's always one that's delayed doing a check and or lives hours away from the Shop which really puts a kibosh into an otherwise great deal...sucks to have to drive 2-3-4 hours each way to finalize a Handgun Transfer when the paperwork could be Mailed and subsequently the gun shipped in a Flat Rate Box.
FWIW: Some Counties are allowing Dealers to fax/e-mail a Receipt for a Handgun to the County Clerk (maybe the purchaser as well), so it's there and the Amendments can be processed so when you visit the Dealer it's essentially a re-sign and go.
